Package the Workspaces feature as an extension

For this we need to:

• Add hooks to the platform that activate only when the workspaces extension is installed
• Package the remaining workspaces code (code that was not moved to the platform as hooks) as an extension
• Publish the extension on extensions.xwiki.org
