Sorting votes doesn't work properly

Steps to reproduce:

1. Create a forum
2. Create several topics for that forum
3. Vote some of them (not all) - if you want with different users, in order to have more votes per topic.
4. Click on Votes link from the forum page and check if something changes.
5. Click on Votes link from the Most Active Topics panel and check the reordering. (here, there is some kind of reordering, but not a proper one)
