Semantic of P2P XWiki

This task discusses the semantic of p2pxwiki in a master slave architecture for each wiki. Whether peers can work offline and whether the changes can be communicated to other peers in the absence of the master for the particular wiki.

The issue will keep track of design decisions for this functionality.
