Make XWiki start in Windows even if JAVA_HOME is not defined and Java is not on the PATH

    Description

      Right now, our EXE installer will ask the user to install Java if it's not already there but the Oracle Java install doesn't set the JAVA_HOME environment variable and the Java executable is not added to the PATH. Thus when the user double-clicks on the Start XWiki icon it may fail to start.
