Show date and time of the install and user who installed for an installed extension

    Description

      When an extension is installed in the wiki, we should display somewhere (in the install log or in the UI next to where we put the "Installed" text), the date and time when it was installed, as well as the user who did it, which is useful in case there are multiple admins on a wiki.

      Of course, same should go for an uninstalled extension, if it has an install log (i.e. was installed and uninstalled).
