Introduce a new Home Page Application to make it easy to control the home page's content

Goals:

• Make it more understandable for a user who wish to have his own content for the home page
• Make it more understandable to edit the main Dashboard
• Allow pointing the home page to another app/page easily (by default it points to the Dashboard app).
