Failed to load JS files with requirejs in pages exported in HTML

One consequence is that you clicking on top level menu doesn't show the submenu items in Flamingo (since they use jquery and bootstrap which are loaded using requirejs).

Note that the colibri skin should also have this same problem and it should also fail at places using jquery for the same reason.
