DW doesn't allow repairing the UI during an upgrade over a version supporting the DW but with a manually installed UI

Step to reproduce:
1) deploy 6.1, canceling the DW (never), and importing manually the all ui XAR
2) upgrade to 6.2.1 using the DW

At first step, the DW proceed like it would on an empty database.
