Unable to hide CreateMenu with $displayCreateMenu variable specified in the document content or a sheet

    Description

      In 6.2 it was possible to hide the Create Menu by setting $displayCreateMenu = false (eg. in a sheet). This doesn't seem to work anymore in 6.3.

      Steps to reproduce:

      1. Create a page
      2. Edit wiki: 
        {{velocity}}
#set($displayCreateMenu = false)
This is a test
{{/velocity}}
      3. Save and view the page. The Create-menu will be displayed.
