Description
Right now all filesystem skins inherit from the configured default base skin which is a pain since none of the standard skins want to inherit anything from another skin so we set an empty string for the default base skin but at the same time we would like wiki based skins to extend one of the filesystem skins by default when they don't explicitly set it.
The idea is to introduce a skin.properties at the root of the skin folder and have in there a "parent" property (and possibly other properties later).
