Block the rights for a local user when changing the subwiki configuration from global and local users to only global users

Steps to reproduce:
1. Create a subwiki
2. Select the configuration: Both global and local users are available in the wiki
3. Create a local user
4. Grant permissions for the local user created
5. Change the configuration to Only global users are available in the wiki
6. Log in with the local user

The local user still has the rights available even though only global users can access the wiki. I think it would be nice to have the rights blocked for the local users when the configuration is changed.
