superadmin user should be able to create Terminal Pages

    Description

      XWIKI-12263 introduced the support of Nested Documents and the ability to create Terminal pages but it failed to allow superadmin to create Terminal pages. Since a superadmin is an advanced user, I think he should be able to create Terminal pages.
