Cannot load AdminSheet Icons when attachment store is file

When attachment store is configured as file, the AdminSheet icons cannot be loaded. Opening the IMG SRC URL from the HTML (for instance /bin/download/XWiki/AdminSheet/configuration.png) leads to the "Error - Attachment does not exist" page.
When attachment store is reconfigured as hibernate, the problem does not occur.
