In the changes of a page there should be the same order for the components of Users and Groups sections

When viewer=changes in request the Details section for Groups and for Users should have the same order for the components .
The order for Groups is now : Allow , Groups , Level
The order for Users is now : Allow , Levels , Users -> Should be : Allow , Users , Levels
