Relocate the mapping between actions and rights to the actions class

The mapping between actions and their access levels is made through the actionMap member of the XWikiRightServiceImpl. Retrieving the access level for a specified action should be the responsibility of the DocumentAction class (e.g. action.getAccessLevel()).
