Left/Right panels disappear when clicking on the Reset button on IE 11, and appear at the bottom of the page

    Description

      Steps to reproduce:

      1. Log in as Admin on a local instance with IE 11
      2. Access Administration > Look & Feel > Panels
      3. Click on the Rest button

      Expected results: As there is no change to the panels everything remains unchanged.

      Actual results: The right/left panels disappear when the Reset button is clicked and appear at the bottom of the page. An error appears in the browser's console.

      Note: Tested with Chrome 73 and Firefox 66 and it works well. On Edge 18 it's working most of the times but Sometimes the panels go blank when the button is clicked, there is no clear pattern here.
      On IE 11 the result is the same every time.
