URLURLNormalizer always returns null

    Description

      The component URLURLNormalizer is expected to be use to normalize an ExtendedURL and obtain an absolute URL. However it's not implemented yet and always returns null (see: https://github.com/xwiki/xwiki-platform/blob/master/xwiki-platform-core/xwiki-platform-url/xwiki-platform-url-container/src/main/java/org/xwiki/url/internal/container/URLURLNormalizer.java#L46).

      We shouldn't keep it like that.
