Allow to activate a filter for a wiki when a new RecordableEventDescriptor is loaded

The Notifications API documentation describes how we can create a new RecordableEventDescriptor for a new kind of event, to allow users to activate those events.
However there's no information on how to automatically activate those events for an entire wiki, when the new RecordableEventDescriptor is loaded which is quite a common usecase with extension.

Basically you create an extension with a new type of event, and you'd like those events to be automatically received by anyone on the wiki once the extension is installed.
It would be really nice to have such mechanism to avoid having to indicate to the admin to activate notifications once the extension is installed.
