Local users from subwiki cannot be mentioned

    Description

      STEPS TO REPRODUCE

      1. Create a subwiki
      2. Create some local users on it (e.g. UL1 and UL2)
      3. Login as Admin or a local user
      4. On subwiki, edit a page in WYSIWYG mode
      5. Type @ to display users mention list

      EXPECTED RESULTS

      On mentions list are also included the local users from the respective subwiki.

      ACTUAL RESULTS

      Only users from Main Wiki are displayed on mentions list, the users from the subwiki are not displayed at all (tested on subwikis with both 'Only local users are available in the wiki ' and 'Both global and local users are available in the wiki' scopes).
