Recent Modifications panel shouldn't contain lists of updated pages when upgrading

I installed XS 12.4 (jetty/hsqldb), didn't make any change and then upgraded to 12.5.1 and got the following the "recent modifications panel":

This panel should be empty since I didn't make any modification an EM upgrades/page creations shouldn't be listed. This feels like a regression since we had this issue in the past and I remember we fixed it by having Folded Events when EM installs pages.
