Move the struts actions from com.xpn.xwiki.web to org.xwiki.internal.web

    Description

      The struts actions are currently in public classes in com.xpn.xwiki.web
      They should not be part of the public API of and must be moved to org.xwiki.internal.web

      Note: The DeleteActionCompatibilityAspect from legacy should be updated accordingly.

      It is safer to wait for XWIKI-15586 to be finished before doing this refactoring.
