Add ability to skip mail resending at startup

Sometimes you may not want to resend mails at startup (for example when this causes problems, like taking too long, or if you wish to selectively decide what to resend).

Proposal: adding a mail.sender.database.resendAutomaticallyAtStartup configuration option for xwiki.properties.
