After instance restart, users receive notification emails for events that took place before changing email frequency to Live

STEPS TO REPRODUCE:

Preconditions: Mail Sending on Administration is configured. Eventually, go to

webapps\xwiki\WEB-INF\xwiki.properties

and set/un-comment

notifications.emails.live.graceTime = 1

to enable the sending of e-mails after 1 minute.

1. Login as Admin
2. Create an user (e.g. U1) with a valid email address in its profile
3. Login with U1
4. Go to Notifications Settings and set Pages toggles to ON (email Frequency is set to Daily - default setting)
5. Login as Admin
6. Create/edit/comment a page (e.g. Page1)
7. Login with U1
8. Go to Notifications Settings and change Email Frequency to Live
9. Restart XWiki instance

EXPECTED RESULTS

No emails are received after the instance is restarted, since the user changed Email Frequency to 'Live' after the Page1 was created/edited/commented by Admin.

ACTUAL RESULTS

After restart, the user receives emails with events related to Page1 that took place before the Email Frequency preference was set to 'Live'.

The issue could not be reproduced on XWiki 12.5.1.
