Saving rights using the new Rights UI should use the /edit/ action

Right now it uses /view/ for a save action, which is not semantically correct, and causes the Authorization module to check on the wrong right. As a side effect, a user with edit rights won't be able to change the rights if he doesn't have view rights, too.

Since we can't use /save/, the best option is to use /edit/.
