can handle Chinese attachment file name

    Description

      It seems that the attachment component ignores all the Chinese charactors in the upload file name.
      If I upload ???.xar?the result attachment file name will be .xar.
      in 1.4M1, xwiki directed that "File name does not support characters '\' '/' ';'"
