Move 'Register' from the rights table to checkboxes in Wiki administration

Heya Folks,

The column 'Register' in the rights table in Wiki administration should be removed and be replaced with another checkbox with something like the following text:

Allow unregistered users to register

And placed with the other two checkboxes:

Prevent unregistered users from viewing pages, regardless of the page or space rights
Prevent unregistered users from editing pages, regardless of the page or space rights

As it doesn't make any sense to give registered users the right to register.
