Not possible to generate inline content from wiki macros when the macro body starts with another macro

If a wiki macro begins with another nested macro like below:

{{velocity}}
.....
{{/velocity}} 

It's not possible for this wiki macro to behave in inline mode. The reason is that the nested macro always generates a paragraph element because as far as it knows, it is being executed as a block macro.
