Job actions in Scheduler.WebHome should be done with POST requests

In the Scheduler WebHome, when the actions which are done on jobs: shedule, unschedule, pause are done with GET requests (they are links). Since they affect the state of the server, they should be done with POST requests so that a refresh, for example, does not re-change the state of the jobs.
