Dashboard gadget titles should be first level headings, not second level

Actually, there's no perfect implementation for the heading level, since it might depend on what the user wants in the specific context.

But, since dashboard should be used mostly as toplevel in a page, the headings should be level 1 headings instead of level 2, as they're implemented now.
