Remove unused viewheader.vm template

I can't seem to find any place where this template is still used in XWiki. It also seems to have a diferent HTML structure and seems to handle stuff that now is handled by other vms.

The only place where it is referenced, but only to allow to override it, is the XWikiSkins class (with associated translations for the class property), but that might be a leftover as well.
