Including a page from another wiki does not work for guest user

To reproduce the issue, write in a document the following lines in a subwiki:

{{velocity}}
  $xwiki.includeForm('xwiki:Main.WebHome')
{{/velocity}}

The result is:
_{Topic xwiki:Main.WebHome does not exist}
