Random localization errors in console after installing XEM using the Distribution Wizard on a snapshot

    Description

      Randomly after I install XEM using the Distribution Wizard I can see some localization errors in the console that look like this:

ument:xwiki:WikiResources.Translations]. In the future consider removing a Liste
ner first if you really want to register it again.

      There are a lot of missing translations in the wiki: for example in the "Add" menu from the top there isn't a "Create workspace" button and instead it says "workspacemanager.menu.create" even after installing the Workspace Template.
