The option to repair the previous UI is not available anymore after you skip the Distribution Wizard and restart the server

Currently the Distribution Wizard shows the option to repair the previous UI (when you upgrade from an old version that didn't have the Distribution Wizard) only if the distribution state is NEW. But if you skip the wizard and restart the server and the upgrade process the state becomes SAME, and so you don't have the repair option any more.
