Remove dependency from Panels Application to the Sandbox Application by introducing an extension point for the Quick Links Panels

    Description

      Right now the Quick Links Panel has a hardcoded dependency:

      #panelheader($msg.get('xe.panels.quicklinks'))
* [[$msg.get('xe.panels.quicklinks.sandbox')>>Sandbox.WebHome]]
...

      Having an extension point would allow:

      • When you remove the Sandbox space, the entry disappears from the Quick Links Panel
      • It's possible to add new Quick Links entries easily.
