Search suggest should use Solr when the active search configuration is Solr

    Description

      Right now we have a discrepancy: the default search is Solr but the search suggest uses Lucene.

      One idea would be to support both Lucene and Solr in the search suggest but as something pluggable so that we can drop Lucene support later on.
