Fully allow using XWiki when cookies are turned off

    Description

      Part of the code support working without cookie (for example by correctly calling response.encodeRedirectURL()) while other parts of the code doesn't take into account URL rewriting.

      Assuming we support URL rewriting and cookie-less browsing, I tentatively call this issue a bug
