Do not show "forgot password" link on login page, if the "forgot password" page is not accessible

Currently the templates/login.vm checks for the existence of the "'XWiki.ResetPassword" page before showing the "forgot username or password" link.
However sometimes (i.e. for "fully closed" wikis with only access for registered users) this page might exist, but is not accessible anonymously. In that case the login page still shows the link to that page even though it is quite useless for the forgetful user.

Of couse this can be fixed by simply removing the XWiki.ResetPassword page, but not every wiki admin might be aware of that possibility. Checking for view rights beside of existence before showing that link might be helpful.

If there is interest in that feature I can send a pull request (unless someone else just makes this small change).
Otherwise please close as "Wontfix".
