Can't list extensions versions when the extension has no custom properties

To reproduce:

• create a new valid exension with id "extensionid" but make sure "Properties" field is empty
• got to http://127.0.0.1:8080/xwiki/rest/repository/extensions/extensionid/versions/

-> you get no versions
