Import pages with a user not having Programming Rights in functional tests

This is an effort to discover pages that require PR and prevent introducing new pages requiring PR by mistake. Of course the strategy will work only if there are functional tests for the introduced pages and the test exercise the parts of the pages that call APIs requiring PR...

But it's a first step that I can interesting to do (and simple to implemet).
