Notify administrators when a new version of the platform is available

    Description

      When a new version of XWiki is released, send a notification to the users in the XWikiAdminGroup.

      In order to do so, we could perform periodic REST requests to extensions.xwiki.org to check if a new version is available.

      Regarding how the notifications are retrieved in the notifications center of the administrators, we could either :

      • Enable support for TargetableEvents in the xwiki-platform-notifications module ;
      • Create an inclusive toggleable filter preference that is only applied to users of the XWikiAdminGroup.
