Code is sometime displayed in DW when clicking on 'Later'

STEPS TO REPRODUCE

1. Create an instance of XWiki (e.g. 10.11.11) (I tested with Tomcat 9.0.27)
2. Create a subwiki
3. Install an application on Main Wiki as well as on subwiki (I tested with FAQ app on Main and Forum on subwiki)
4. Close the instance
5. Go to the newer instance (e.g. 11.10.2) and copy/cut the

   [...]webapps\xwiki

   folder and replace it (first delete the old one) in the same location on the older version

1. Start XWiki
2. When DW appears, click 'Later'
3. Restart the server
4. Follow and complete the DW
5. Start DW for migrating the subwiki
6. Click on 'Later' as well

EXPECTED RESULTS

The DW is stopped on Main Wiki as well as on subwiki and will resume again after the server is restarted.

ACTUAL RESULTS

A DW box is displayed, containing some strings having:

In title:

platform.extension.distributionWizard.${currentStepId}StepTitle

In its content:

$steOutput

The issue does not reproduce all times and appears to be reproducing on the first run of the DW after the WAR is replaced.

So far, it was encountered only on Tomcat (tested with MySQL 5.7 and HSQL 2.5.0).
