XWikiContext#getURL should be in sync with the context request

Right now the context request and the context URL are two totally different values, which does not make much sense and can be very error-prone.

It would probably make much more sense to make XWikiContext#getURL actually get the URL from the request (and probably make setURL update the request for retro compatibility reasons).
