Initialize a date at the creation of a context

The idea is to have a date associated to a context:

• it can tell you in a more generic way than the Job start date when the current execution started (HTTP request, etc.)
• it provide a stable date across a given context

Note: Once implemented, it can be used to more cleanly fix XWIKI-20132
