Can't seem to disable Registration Link in 1.5.2

I tried to disable registration link, and failed. I installed the enterprise web 1.5.2 + enterprise wiki 1.5.2 .xar.

From the admin doc, it mentioned how to make it a private registration, but the instruction doesn't align with the current release. Do I set the permission through the UI? And I can't see there is a Global Right Option. Anyway, after digging around, there is another doc mentioned how to prevent the registration link show up through setting the right on guest user. That doesn't work as well. Please advise steps to remove public registration.

Ps, I also saw the jira issue for solving this, but it is doesn't seem like the "registration" is working the way it suppose it.
