Need an special include for macros in syntax 2.0

Currently when you include using include document="" / or using velocity#includeMacros()/velocity a page that contains only macros (syntax 1 or syntax 2)

Then in the first case all white lines in the macro document are added to the target document and it's impossible to remove all lines in the macro file (at least one is left)

In the second case there is a macro cache issue (separate bug)

We need an include that will not add the content of the macro file to the target document
