Reimplement form field hints (withTip behavior) based on the HTML5 "placeholder" attribute

HTML5 already provides the functionality that we've been offering with the withTip classname. In time, we should remove the withTip behavior and instead rely on the placeholder attribute.

This change goes the other way around, too: it provides support for the placeholder attribute for browsers that don't support it.
