The "Related Blogs" panel is breaking the drag and drop of the panels that follow it in the panel wizard

    Description

      Steps to reproduce:

      • on a wiki, install the Blog application
      • go to the administration of the wiki
      • find a panel that is displayed, in the list of panels in the center of the page, after the Related Blogs Panel (for example, the Children panel)
      • drag it in the right column (or left)
      • save

      Expected result:

      • upon refresh, the Children panel is displayed on the right column

      Actual result:

      • upon refresh, the Spaces panel is displayed on the right column, instead of the dragged children panel

      This is caused by the fact that the Related Blogs panel does not display anything in the context of the panel wizard, and thus doesn't generate any div with class "panel". Apparently, some javascript in the the panel wizard needs this class in order to manipulate panels properly in the wizard otherwise it fails some math by one, thus the identification of the panels fails by 1 (Children is mistaken for Spaces - its precedent).
