Add the ability to store custom limits

Currently, the application handles a fixed set of limits in the configuration file.

However, some hosters could implement their own limits (like a custom time limit, like LIMITS-6 but with their proper action like turning off the VM).

That would be good if we could put some custom limits in the configuration, with the corresponding script service to get and reload them.
