Add the ability to drag & drop a document in the plan to change its parent

Currently, the UI is very difficult to use. We could manually change the parent of a page but the effect is instantaneous and it forces a re-computation of the plan.

Instead, the executor should be able to execute any plan coming from the UI, and the UI should enable drag & drop of migration actions.
