The Flag button doesn't work

    Description

      Go to a topic and click on the Flag button. You'll be redirected to an address like http://localhost:9090/xwiki/bin/view/Forums_aa/NewFlag?target=Forums_aa.Topic with the notice that "The requested document could not be found. You can edit this page to create it.". The bug reproduces for each of the places where the flag button is visible: topic, answer and comments.
